How to completely disengage Apple TV voice over (kill remote control on/off)

Recently for about a month our Apple TV turns voiceover on and off by tapping the menu button on the remote three times. This is problematic since it gets turned on accidentally frequently. Is there a way to disconnect toggling that option from the remote? We've tried the menu and it's not working from there.

Ideas would help our sanity.
