How do I correct the notification that says: messages in iCloud is currently disabled?

When I go to my messages there is a notification at the bottom that says my mess in iCloud is currently disabled and below that it says repair account in blue. It will not let me click on it and I have went to my settings in iCloud and can’t find anything to allow me to enable it or “repair account “. What are your suggestions?
