Payment Problem in India.

I tried adding my visa debit card to my Apple ID payment and it says that it Is declined. I tried adding another debit card but the same issue. I don’t have a credit card as I am a student and bank don’t issue credit cards to students here in India. I really need to buy few apps for my studies and I am ready to pay. What can I do now?
