Photo/Video not uploading

I just got my self a new Acer PC, and connected my iPhone X to work with the pc.

But I don't see any photos or videos in my iCloud folder on the pc.

When I go online to my iCloud account on a browser, and to the photos icon, I see that the last updated photo is from April 10.

I remember having some storage issues back then, so I upgraded to 2 TB. But ever since then, no photos or videos has been uploaded - and I can't figure out why? All the settings seem to be correct on both my iPhone and my pc.

So both my iphone (128gb) and icloud (5gb) storage are full and i wanted to download all the photos from my icloud via icloud.com onto my windows pc (in order to be transferred onto an external hard drive later on), a few days ago i had set my icloud storage to the delete everything in 30 days mode and as i had tried to move my photos and videos onto my PC via icloud.com, it did not have the download button available on my computer, nor am i able to do a drag and drop. It only allows me to "share" via email. Now i have undone the settings so it is no longer set to delete, i have rebooted both my phone and PC and also downloaded the icloud app but a) i still cannot remove my files from icloud.com and b) only my most recent photos and videos are uploaded onto the icloud app that i just downloaded. Does anyone know what i am doing wrong? How can i get my files from icloud.com to download onto my PC? Thanks

uploading to icloud I recently bought more icloud storage (2 T) for my photos and videos on my iphone11. All of my icloud upload settings are set correctly, but my photos and videos are not uplaoding. Is there a "start uploading" button somewhere? The photos and videos are taking quite a bit of my iphone storage (approx 230 GB). I'd like to get them in my icloud, so I can delete them off of my phone. Thanks!
