Were you enrolling in the Apple Developer Program? If so, there may be other details that need to be completed for you to be fully enrolled.
If you weren't enrolling in the Apple Developer program, the message could be a scam.
Based on the screen shots you posted, even though you have enrolled, and paid for the Developer Program, there are more steps to complete to finish the enrollment process. I would start the process and if any suspicious questions are asked, then I'd contact Apple. The other option is to contact Apple now to ensure that the request is legitimate.
