I added a background to a project as a place holder because I thought I might need it later. Now I do not need it and I want to remove it, but I cannot figure out how to delete the background without deleting the whole project.

Not sure I understand what your timeline looks like. I assume you added a background to the timeline and then added video clips or photos as connected clips to the background. If this is the case then select the video clips and drag down over the background and it will shift out of the way to allow space for the clip you are dragging to go into the timeline. You can then delete the background after you have brought all your connected clips/photos into the main timeline.
