Rolling back to 12.7.3.46 has been a workaround for some. It may help slightly to exclude your photos folder from real time anti-virus scanning, along with the iTunes folders. Other users have found that the first sync after deleting the iPod Photo Cache folder inside the chosen photo folder is somewhat swifter.

A number of users have been complaining about photo syncing issues since the release of 12.7.4. Hopefully another build will be along shortly.

There isn’t any error message.
I intend to download photos from my computer to iphone. My iphone and computer can be connected for hours and in synchronisation mode. Everything else from the iphone is synchronised with the computer except the photos which cannot be imported to my phone. This is the first time I’m experiencing this problem.

So, I’ve lucky until ios version 13.3.1. as I was able to import photos from my computer to my iphone before this ios update.

So it would seem. I've no idea what factors are involved for different people but the iTunes 12.7.4.x builds seem to be less stable than many others.

Why would it hang when manually syncing photos with these most recent updates? Is Apple trying to force the use of iCloud photo storage by breaking the sync functionality?
