HomeKit Remote - Updating...

Almost every time I try to control my HomeKit devices from my iPhone remote (when not on my home wifi), all devices say "Updating." Very rarely they come right up and respond to controls. Almost always, they sit there and say "Updating." sometimes they come alive after 2 or 3 minutes, sometimes they just fail. I'm sitting on my couch, in a small city condo.. my iPad is next to me, powered on, connected to WiFi, auto-sleep disabled, and the Home app is open. I can control all of my lights any time using the iPad. My iPhone 8 is in my hand, excellent LTE connection (wifi off), open the Home app... and my devices all say Updating. Touch a light to turn it on - nothing happens. Look over at the iPad and touch a light, turns right on. After a while, the iPhone usually figures itself out and now I can control my lights as normal. I'm beyond annoyed and can't think of what to try next. Here's my setup:

iPad Mini 4 running iOS 11.3.1 connected to Meraki Mr53 home wifi network, configured as Home Hub and iCloud Keychain enabled

iPhone 8 running iOS 11.3.1 connected to AT&T LTE, iCloud Keychain enabled

Meraki MR53 wireless access point connected to 100mbps/10mbps internet
