Follow the steps provided in this support guide:

If your iPhone, iPad, or iPod touch won't turn on or is frozen - Apple Support

then

If your iPhone, iPad, or iPod touch won't charge - Apple Support


If you get no help, have your device inspected at your most convenient Apple Store or Authorized Service Provider, using this list: Apple - Find Locations - Location Selector
