I am creating an apple id for an old iphone and this comes up. It's not connected to some person, just an fake one for us to use on this old iphone. I dont want any stuff on my other phones to end up on this one.

Do you have access to another network where you can try? That has worked for several people.

Probably. Some minutes later, I entered same information from an iPhone instead on my PC and was able to create an apple-id.
This rule - max 3 accounts per device - could really be a showstopper if you resell your device and the new owner wants to create a new apple-id.
Apple have some strange rules not suitable for the reuse market.
Your account cannot be created at this time.
