Apple ID locked for Security reasons

i received a new phone from work. I went to download the apps I need for work and I am getting the msg above. I contacted my companies help desk and they said this is something i have to work with Apple on. It asks me to click to unlock and I follow the instructions and it still is locked. Who can help
