I am just about out of space in iCloud but it won't let me delete a backup. Even on my mac it doesn't show any backups which are using 1.9gb of space. Any advice. Nothing appears on my iPhone either

You have to take the entire path I outlined for you. The screenshot you are showing me is about one third of the way you need to go:
Settings>your name>iCloud>Manage Storage>Backups>your device>scroll to the bottom, and then clicking on Delete Backup?
You must click on the Backup option that you see, then continue until you get to the screen where the Delete backup option is.

Showing under Manage Storage where? The Mac? The iOS device? Are you running Sierra or higher on the Mac? If so, go to >About This Mac>Manage>iOS Files. There you will see all of your iTunes Backups listed. You can remove them from there, but be aware, that once you delete them, they CANNOT BE RETRIEVED.
If you are referring to iCloud Backups, then, again whether you have Backups turned on or not, you can delete previous backup by following the path I provided in the first post. And as with the iTunes Backups, you cannot retrieve them one you have deleted them, so make sure that is what you want to do.

I guess I'm confused now. I thought you were not able to delete your backup? Are you able to delete it now?

Correct. Backup is turned off on my phone and on my Mac . But it still shows 1.9gb is used under manage storage.
No backups on my phone also or on my Mac .
If I do this, then do I just go ahead and turn the backup feature back on? My phone won't back up, says not enough Icloud storage, or space...
That was someone else who replied .no iTunes backups this is all iCloud . This is what shows on my phone . And I’ve never used iCloud backup on my mbpro
