I need to access my old text messages from I cloud. How do I do this?

You don’t. The current version of iOS does not offer the option of storing messages in iCloud. The only place they will be is in your iCloud or iTunes backup. If you have a backup made after the messages were received and before they were deleted, you can restore your entire device with that backup
Otherwise, neither iMessages nor SMS/MMS are stored or archived anywhere for you.
