I deleted my contacts from icloud, but i have the iphone backup! But when i restore the iphone using the backup the list is blank but i am sure that at the time of the backup i still had all the contacts!
Have you tried restoring from iCloud.com➔ Settings ➔ Advanced ➔ Restore Contacts

If you were syncing Contacts with iCloud, they aren't included in the backup.
