4K upgrade issue

Unsure if anyone has had this happen but here's my dilemma.

I recently redeemed a digital copy from my blu ray on itunes. I checked my Iphone X under the "TV" app and it has the "4K label" beside the name. Great news for me of course since it was upgraded, i proceed to search it on my Apple Tv 4K and its under the "4K & HDR" section. I opened the movie and shows the information but in here the "4k" label is not besides the name. I proceed to stream and you can tell the quality is not 4k but more Standard definition. I already contacted apple support and their response was well the code is a code and it will redeem to what the code gave, i then proceed to ask that its showing in my library that its 4k and its obliviously not streaming at that quality. He then advised that if i show the "4k" label on my iphone but not my apple tv it must be showing you whats the highest "available" quality but since i haven't "purchased" it, it wont stream. I asked them so why is it in "my" library as that? i have other movies that are only HD and it shows me only that. He stated the same thing again, based on his logic the quality in other movies i have i may not even own the HD or 4K content if its "supposedly" showing me the highest available quality as well in my own library.

So i ask you? have you had this issue and if so have you been able to resolve it?

4K movies can only be played on the 4K Apple Tv. Nowhere else, not even the iPhone X.

Technically all HD redemptions and purchases should automatically upgrade to 4K when available. However there are some requirements for playback.

From Find and watch movies with 4K, HDR, or Dolby Vision - Apple Support

In the iTunes Store, User uploaded file, User uploaded file, or User uploaded file represent the highest available format offered by the iTunes Store. The highest quality format supported by each device will automatically be selected. Learn more about device compatibility.

4 If your 4K content doesn't play automatically, go to Settings > Apps > "iTunes movies & TV shows" and make sure Quick Start is turned on to play 4K, HDR, or Dolby Vision content.

Check your Internet connection

The higher the quality of the video that you're streaming, the faster your Internet connection has to be. (Apple recommends a minimum speed of 25 Mbps for 4K streaming.) Your Apple devices automatically switch the video quality to a lower quality version if your Internet connection isn't fast enough.

The movie in question is Prometheus and yes this should be available to upgrade in 4K, based on what i know any itunes redemption that redeems as HD would upgrade if 4k is available. If my code redeemed as SD then it wouldnt, but my question still stands as i show it in my library in my apple TV as 4K but when i play it you can tell quality difference and it doesnt have the 4k label besides the names as my other movies do.

I shouldn't be able to see any other quality i do not own in my library correct?
