Family Sharing reports Family Full with only 5 members

We currently have 5 members (myself, my wife, 2 kids and our original iTunes account as the 'organizer') in our family sharing.

I am trying to add another member, but when the person selects the invitation to join, they receive the message "Family is Full. Ask the family organizer to invite you again when there is space available."

Anyone have any idea why this might happen and how to correct?

iMac (21.5-inch Mid 2010), OS X Mavericks (10.9.1)

According to this page, there is an upper limit of 6 members in Apple's definition of a family.

Set up Family Sharing - Apple Support

Check to see if there's not already 6 using:

From a mac:

Choose Apple menu > System Preferences, then click iCloud.

From an iOS device:

  1. Go to Settings > [your name] > Family Sharing.
  2. If you're using iOS 10.2 or earlier, go to Settings > iCloud > Family.
