Does anyone know if the $200 battery replacement service for the new crop of MacBook pros with Touch Bar mean that the top case/enclosure is also replaced during the process like they were with the older MBP retinas? Been to a few apple stores to ask and they weren't sure.

Only recently this question has appeared here more. From some posts, it seems the quotes requiring a new upper case are from non-Apple owned resellers. It seems they do not wish to invest in the tools or techniques required to unglue the battery from the upper case and would rather replace that too, more than doubling the cost of a battery replacement. Any firm saying it costs more than Apple's published price of US$199 (or monetary equivalent) should be treated to a view of you walking out the door.
Apple's pricing is straight-forward:

If Apple wants to replace my upper case at the same time and do it for that price, it's fine with me.
Just make sure you are dealing with Apple. In some countries there are knock-off resellers whose store fronts look just like Apple's. Caveat Emptor! Do your homework.

I'd be upset if they're charging a higher price, as well as getting back a part that can then be serviced (i.e. new battery) and then effectively resold.
Apple has done entire replacement rather than go in and replace a customer's battery. However, that's fair if the price is just for the battery, where Apple has a device that will then be reconditioned. I understand that it's the only way that Apple does an iPad battery service.
Nobody knows for sure, although it's a possibility. It's possible to receive a complete replacement device in lieu of a battery service for a specific computer. Also - if there's an issue with the keyboard or case, are they really going to accept that as an exchange?
Personally I wouldn't want it. That would mean taking way too many things apart and putting them back together. I'd much prefer just to have the battery replaced.
