I redeemed a $10 gift card and when I tried to do an in app purchase of $9.99, it says insufficient credit even though app store says i have $10 bucks worth of credit. I feel like it might be because of some tax apple puts but then why do i see a $9.99 purchase when there is tax and ends up being like a $10.05 purchase or something. THIS IS NOT RIGHT APPLE

This is the way it has always been if you are using the US iTunes/Mac App Stores. Apple has to add the local sales taxes in the final steps of your purchase. Sales tax is different in every US state and often times in different cities in the same state. Just as when you go to a local store you need enough money to buy your selection AND pay the sales tax, you to account for the same when buying on line from Apple.
Your selection is $9.99 PLUS your local sales tax.
