Can't connect to www.bayareafastrak.org using Safari, Firefox or Chrome. But Tor works. Any ideas ?

For quite a while, perhaps 2 OS versions, whenever I try to connect to the Bay Area Fastrak web site, I have been getting "Connection refused" or "Safari can't open a safe connection" or some other variation of "Can't talk to him". This happens from both iPhone and iMacs using my home wi-fi network (Time Capsule router). This behavior is consistent over Safari, Chrome, Opera and Firefox. If I set my iPhone to use Cellular data works fine, which points to either the Time Capsule or my Service provider. Apple support says "Can't be the Time Capsule", Spectrum says "It all looks good on our end" and Bay Area Fastrak says "How the **** would we know ? I guess it ***** to be you.".

Typical.

Then, for some reason, it occurs to me to try the Tor Browser. Bingo, it works first time.

I am not smart enough to understand what just happened. Any ideas ?

Thanks in advance.

Try setting up another admin user account to see if the same problem continues. Also try the Safe Mode.

Isolating an issue by using another user account

Safe Mode - About

Safe Mode Startup – El Capitan. also Sierra

If it works in the Safe Mode, try running this program when booted normally and then copy and paste the output in a reply. The program was created by Etresoft, a frequent contributor. Please use copy and paste as screen shots can be hard to read. Click “Share Report” button in the toolbar, select “Copy to Clipboard” and then paste into a reply. This will show what is running on your computer. No personal information is shown.
