How do I FaceTime via the internet on my iPad from the us to the uk?

A window came up saying "FaceTime Failed the number is not available for FaceTime".
That would mean that the user is not available for FaceTime with their number. They need to check their settings for FaceTime.
The same way that you would to someone in the U.S.
The fact that the other person is in another country doesn't change anything.
Either your friend has not enabled FaceTime for the phone number (maybe only via iCloud ID?) or their device did not have a data connection when you called. Depending where in the world, remember time zones and Off While Sleeping.
Thanks for replying. I tried video with my iPad and a voice call went through via my iPhone. A window came up saying "FaceTime Failed the number is not available for FaceTime".
