How does one sync (or download) AOL contacts to iPhone contacts app? Setting up AOL email is straightforward but contacts is not so easy.

Yes! That is exactly what I would do.

Thank you. The AOL user must set up a carddav account using server address username.aol.com using add “other” account instead of AOL. It failed to login to the server the first couple of attempts, but finally was successful and “fetched” our AOL contacts.

Well, I don't use AOL (I did perhaps 25 years ago), but I did find this article that may help.

AOL Contacts cannot be exported in vCard format. CSV is an option, but iCloud cannot import CSV format.
