Replay starts at regular speed then slows through most of play and speeds up toward end of video

1. Does this happen when playing different videos, or a specific video?
2. Was the video recorded on the iPhone X? If so, was it recorded using the built-in Camera app, Clips app, or a third-party app?
3. If none of the situations above apply, could you tell us more about where you are playing the video from?
