Can't download purchased songs to computer (after external hard drive crash)

Recently our external hard drive crashed. It had on it our iTunes library. (I know that it was stupid to trust an external hard drive.) Then, because of phone problems, I had to reset my iPhone to factory settings. The result is that now I have lost all my music. I am rebuilding my iTunes library from CDs. But I cannot get all of the songs I purchased from Apple. iTunes thinks that I already have all of them, even though the files cannot be found (because it's looking for the broken external hard drive).

Please help me find a way to get these songs back onto my computer and phone.

If it matters, I have a Mac Mini running 10.13.4, and my iPhone is a 6 running iOS 11.3.1. iTunes is version

Mac mini, macOS High Sierra (10.13.4)

Hi,

If the track appears in your library with an ! shown, try selecting the track, ctrl click and select remove download. A download arrow should now appear in iCloud download column. If this does not work try Hide apps for your iPhone, iPad, iPod touch, or Mac - Apple Support and unhide tracks if necessary.
