I live in UK. And I'm flying to US on next weekend. I would like to buy Homepod and Apple TV in the online apple store with my UK debit card and deliver to hotel. That is why I have several questions:
1) May I use not US bank card for buying
2) How I understand I can fill delivery address different from billing address, isn't it?
3) May I fill in comments that reception manager will sign in the delivery form?

You can only buy from the online store in the country where you are permanently resident and you are using a credit card supported by a bank in that same country.
A hotel is unlikely to be considered as a permanent address unless you were employed by the hotel and lived there when off duty.
You can use your UK card at a physical Apple Store to purchase a HomePod just like your friend did in the UK. But you cannot have it delivered to an address that does not match your credit card with a valid US address.

My friend lives in Russia and he bought apple product on his Russian bank card in UK apple store. And set that I will pickup from apple store.
Or for US we have another policy about buying?
