new contact syncing only in one direction

Hello. When I add a new contact on my pc or on icloud.com, it gets added to my contacts on my iphone. But when I add a new contact on my iphone it doesn't get added to my contacts on my pc nor in icloud.com. Why is this not working in both directions?

iPhone SE, iOS 11.3.1

Hello joeyshel,

Thanks for that info and choosing the Apple Support Communities. If I understand correctly, you are unable to create a new contact on your iPhone and have it sync to your computer or iCloud.com, but this doesn't happen if you create the contact on your computer or the iCloud website. First, go to Settings > Contacts and make sure iCloud is set as the default account. If this already the case, or iCloud is the only account with Contact syncing turned on, please follow the relevant steps from this Apple resource on this situation:
