can’t buy item from Rule of Survival game. it keeps showing “ your purchase cannot be completed, please visit .com/support/itunes/ww/.
Already visit, but still have no answer. What should I do next ?

The message is telling you to contact iTunes Support via that URL, not just to 'visit' it. If you haven't already done as instructed and contacted iTunes Support you should do so (these are user forums, not iTunes Support, we can't help you) :
- go to http://www.apple.com/support/itunes/ww
- click on your country's flag (the country where you are, and which is therefore the country on your account)
- click on Contact Support towards the top right
- click on Get Help under 'Talk To Us'
