I need to restore all of my photos backed up on iCloud to my local Photos on my MacBook as I had to erase the local drive. Do I just turn on iCloud Photo Library in Preferences and then does it sync/download everything locally? I want to make sure it doesn't take the blank Photos library and overwrite iCloud

Yes - it will sync not overwrite - be sure the library is set as the system library
But note that iCloud is not a backup for Photos - it is a sync service, not a backup service or a off site storage service

When the library is on a correctly formatted volume ( Where is it safe to store a Photos Library? Requirements for the external drive ) and is selected as the system library the option to select it is grayed out - your probably is already set correctly

Thank you. The option in Photos to "Use as System Photo Library" is grayed out. I can only select "Show in Finder". Any suggestions?
