I have read previous threads and not found "+" option in Get Info. I am presuming this has been removed for High Sierra. I would like to manually add tags or names to photos which Faces has not picked up.

The ➕ to add a face will be there in the Info panel, if you are viewing a photo enlarged. Double-click the thumbnail to enlarge the photo.
It is still available in High Sierra.
