Issue adding faces in iOS 10.15.4 Photo app

I am trying to add faces to photos that don't have them on my MacBook Pro 2019 running Catalina. In the photo with information open I click on add a face but the face circle will not come up. I have tried this on many photos and no luck. I have rebooted my MacBook and tried it still no luck. Anyone have a solution? My library has 31,255 pics and videos.

Have you enabled the "View > Show Face Names" from the View menu? This should show you all faces circles that have been added.
