iphone connects fine to our VPN.
All iphone apps use the configured VPN to access the internet.
But when I use iphone's Mobile Hotspot to connect a Notebook, iphone connects through the provider not the VPN.
How do we fix this?

You cannot change that on the iPhone. A cell phone hotspot shares the cell phone’s cellular data internet connection with other devices. By definition, your device’s VPN connection cannot be shared with another device (it wouldn’t be a virtual private network if that could be done).
Your notebook will need its own VPN and then can connect to that over your hotspot shared internet access.
