i erased and cleared my entire phone, thinking I had a virus (probably didn’t) and then after realized none of my photos were saved to iCloud. Is there a way to retrieve them? I don’t mind having to buy something to restore them if that means I can get back photos. Lesson learned, just help!

You can only restore back what you've backed up to iTunes or icloud, if you didn't then the data is gone. Also there a no known virus/malware for a non jailbroken phone.

If you deleted them in the Photos app simply open the recently deleted album and recover from there within 30 days - after 30 days they will be gone for good
