Cannot Sign Into iCloud/Apple ID

I just bought an iPhone 6, it's with a carrier, it's all good but I can't sign into my iCloud on my iPhone, it says "Cannot Sign In - The maximum number of accounts of free accounts have been activated on this iPhone." I never added an account and there are no accounts signed in. How can I fix this so I can be logged into my account? My iPhone is updated (iOS 11.3.1) and I tried logging out and back in and resetting but nothing works.

Someone has already used up 3 Apple IDs (max.) on the device.

You need to wipe it clean: Restore as new.
