Not able to reply to a SMS message received

I use text messages often. However, there are two people, long time friends, which I not able to respond to text message they've sent. This is true on my MacBook Air, as well as my iPhone 7. With a successful text the dialogue box is blue. In an unsuccessful text or reply, the dialogue box is green. Any suggestions?

Just to clarify what you're seeing; the blue bubble indicates that a message was sent using our iMessage service (from iPhone to iPhone), whereas the green bubble represents non-iMessage SMS texts. To troubleshoot what's going on with your ability to text, try the troubleshooting outlined here, including contacting your carrier: If you can't send or receive messages on your iPhone, iPad, or iPod touch - Apple Support

If that doesn't change anything, let me know more about what you're seeing so we can come up with a refined plan that's more specific to this issue. Are you seeing any error messages when you try to send texts to these contacts, and if so, what does it say? How long has this been an issue? Are you not able to send any texts to these contacts, or is it just some of them that won't go through? Any detail you can give me might help to isolate the problem further, so don't hesitate to mention anything you've observed.
