iphone bought in UAE no FaceTime even with ios 11.3 update.

My cousin bought me an iphone from Saudi Arabia. I read somewhere that the FaceTime ban was lifted and that the ios 11.3 update would bring it back to uae iphones. Howeve, I cannot access the applicatio but it does appear on the iphone storage setting.

Hi,

FaceTime and FaceTime audio calling might not be available for all countries, regions, or carriers

If you can't make a FaceTime call on your iPhone, iPad, or iPod touch - Apple Support

Apple and UAE are still negotiating over FaceTime. At this time it's still banned on phones sold in that country.

What you read is only true when the iPhone is being used in Saudi Arabia. Otherwise, FaceTime won’t be available if it wasn’t before.
