How do I access files I’ve saved to my cloud?

Hi, thanks for your help thus far..... I have downloaded a file from a website. I downloaded it to "files" (as that was the only option), but I can't find it anywhere on my device. It is not in my photos, contact, reminders, calendar, etc. Is there an App named 'files' I can download to retrieve such files?
Use the applicable app, such as Files (mentioned above), Photos, Contacts, Reminders, and Calendar.
On an iOS device one way that you can access them via the "Files" app.
