My apple account won’t let me update or download anythin

My apple account won’t let me update or download anything...it keeps saying update payment info...and everythime I try and put my card in...it says decline...but I think the reason why is I had bought some in app purchases but my card payed it when I did... now when I look at my card transactions it’s not there...welp this is a problem because I spent most of my card money and idk how to solve this.
