Yes, iPhones take a while to start up. There's nothing especially unusual about that.

Is this on your computer? What sort of update? An update to macOS? They also take a while. How long is a "very long time"?

The screen being off doesn't mean the phone is off. Even when the screen is dark, the phone is still doing things in the background, including, periodically, telling the cellular network where it is.

Contact your carrier and discuss your plan with them. You may be bumping up against data limits on your plan. Many carriers throttle after you've reached a certain usage level in a month.

SMS (green messages) is a carrier feature. You will need to contact your carrier and troubleshoot with them. Based on what you said above about your LTE, it definitely sounds as if you have issues with your cellular service.
