In addition to what ChrisJ4203 correctly suggested, you can't "mute" the ringer adjusting its volume, you can do it using the switch that is on the left side of your iPhone (above volume buttons, as provided in the support guide I've posted in my previous reply) or you can set up the "Do not Distrurb" feature.

I have never seen the ability to mute the phone by pressing the volume down button. To Mute the ringer, you use the Mute switch on the side of the phone. And there is no where in Settings to mute the ringer.
I'm not sure how you are trying to do this, but it is not possible. When you move the Mute switch to mute, with the color showing, are you saying that it does not show Ringer Silent on the home screen and the ringer is still active?
You were being crystal clear. What I said is that I've never seen that behavior on the iPhone in my past uses. When you flip the Mute switch the phone should go to vibrate. That is what it is designed for, to quickly put the device into silent mode. If you go to Sounds & Haptics, make sure that Vibrate on Silent is on.
Ok thanks. I just did it on my wife’s phone. Just holding down the volume button (the lower buttons) just like u were turning down the volume. Hold it down passes the last bar and it goes to mute and vibrate if u have the phone set for vibrate. I’ve been doing that way for years so I now it can be done. I’ve literally never had to flip the silent switch unless I didn’t want vibrate. Try it on ur phone. So I’m also here with both my kids and they both said they go to mute and vibrate just by holding down the volume button and they did it just now. Well thanksvwey much though for the help but it’s clear there is some kind of software glitch.
Just did it in my wife’s phone and my kids phones. All are iPhone 7’s. Just holding down the ringer volume as if to lower the ring volume and hold it past the last bar. It then shows the ringer bell with a line thru it and the word mute appears. I did 6 second d video for u but it won’t uoload as it says it’s too big. Maybe it will upload when I get on WiFi. Again. Thank you
Have you tried to turn on silent mode? Take a look at this guide and read about "ring/silent":

11.3.1 in all of them. This is a real conundrum. I’m going to hit up my neighbor who has an 8 to see if he can do it. Just did it again on my wife’s phone again. She didn’t know u could do it either. But it worked. Just held down on the lower volume key and it went to mute.

Unfortunately, after testing that behavior related to Ringer mute on my iP7 and on my wife's iP6, both running iOS 11.3.1, I wasn't able to duplicate the results coming from Mark's wife or kids iPhones. With other different sound's sources (music, videos, etc) I was able to mute them completely turning down the volume switch, but NOT for Ringer.
To summarize the situation, If I correctly understood, your iPhone with iOS 11.3.1 isn't able to mute the ringer, but your wife's and kids devices (all running the same iOS version) can do it.
I've tried to change my settings (as far as Settings>Sounds@Haptics are concerned) to no avail, so I'm kindly asking you to check also my settings, and notify me if you find anything different from the settings of your wife's or kids iPhones. (sorry, my screenshots are in my native language, but the settings position should be the same).

Thanks for the quick reply. I’ve tried what u suggested prior to sending the note. Also went in from settings to try from there. It just won’t work. The volume will go up all the way. It it leaves one bar when I try to stop the ringer. Here is a kicker. It works on volume for all other things like Facebook or videos. Just not the ringer. It worked as always and then yesterday just started this out of nowhere. Shut it off four times.
I’m probably not being clear. My bad. When I press the button to reduce volume it always went to vibrate. I know I can flip the silent switch but I want the phone to vibrate. Pushing the button to reduce the volume always gets rid of all bars and therefore ringer sound and then it goes to vibrate. Now it stops with one sound bar and won’t go to vibrate so when the phone rings the ringer still makes the ringtone albeit quietly.
Well, I can't reproduce that behavior on my iPhone 7 running iOS 11.3.1.
Since I never used that method, perhaps it could have worked on iOS versions earlier than iOS 11. I really don't know, and I'm curious about that.
What iOS versions are your wife and your kids running?

I cannot duplicate this behavior on my iPhone X either, and I never remember seeing this behavior on my other devices. While the Volume, for other things, such as music, etc, will exhibit that behavior, I've not seen it, nor can I do it for Ringer.
Chris, I never used this "method" with my previous devices (from 3g on 2009). When I wanted to mute my iPhone, I put it on airplane mode or used the "silent" switch, so I do not have any experience about that.
Let's see if the OP can give us further details.
