Preview PDF's blank in Windows - how to fix?

There are hundreds, probably thousands or ten-thousands of people reporting an issue with Apple's pdf "printer". Apple doesn't do anything to solve their problem.

Dear Apple, do you know that people need PDFs for their businesses? Why should they pay $2,000 or $3,000 if they can't even create simple PDFs that are also visible and usable on Windows computers?

SO: CAN APPLE PLEASE TELL PEOPLE...

HOW TO CREATE A PDF (from Keynote, Preview, Pages, Safari etc.) that are also visible on non-Apple computers?

THANKS.

macOS High Sierra (10.13.3)

Apple isn't here. Just users like yourself.

I just print to PDF.

I have never had a problem with viewing my PDFs on a Windows computer, but I only have one Windows computer to test with.

Try Acrobat DC or PDFpen (not sure that this is capable of creating document from other sources).

As blank PDF files are reported on various platforms from various sources, there is a likelihood that it may be a setting in the PDF reader, or the reader software itself that is preventing the content from showing, even for perfectly valid PDFs.

Lots of people are reluctant to update and/or restricted by an IT staff, but Adobe and other developers do need the updates to fix issues. If your recipient isn’t running the latest version of their PDF reader, then they’re not willing to accept a fix on their end.

Viewing PDFs in a web browser can be problematic, if the web server doesn’t send the correct meta data (http header) with it. Disabling display in the browser will force downloading and opening in the reader software, that doesn’t have the same restrictions.

There are several security and usability settings in Acrobat Reader (recipient end) that can prevent content from loading. One would need to check a specific PDF to verify exceptional properties.

If the PDFs from Preview were somehow systematically bad, then that would be easy to test and correct. That is not the case.
