Can someone let me know how to insert text and how to highlight a certain part of a photo

if you are up t date then in edit mode use the marku[ extentipn to add text
I have no idea what you mean by "highlight part of a photo"? please explain exactly what you want to accomplish. In general there is no way using Photos to work on "part of a photo", you likely are going to need an extension or external editor for that
