A little more detail would be helpful. What kind of sites, online or local development, what back end language(s), what client side language(s), what is your level of expertise, do you want an IDE or just a page editor, what server operating system, ...?
I have used NetBeans, Aptana, VisualStudio, Eclipse, NotePad++, TextWrangler, Sublime Text, Brackets, ... My current preferred IDE is NetBeans. You will need to look at what you are developing then try apps that meet your requirements, then make a decision which you prefer.
You can create a simple web page using any text editor. With respect to a secure storefront you will need to know where and how the site is hosted, the language, the server type, and you will need to know the hosting company's procedure for installing and running secure sites.
