Does IOS have the Alexa privacy bug?

It was recently reported that Amazon's Alexa recorded a private conversation and sent it to someone in their contacts list.

Well, today at home we were talking about someone and then my iphone 8 produced a notification saying that a message to that person had failed to send.

The notifications history does NOT have that notification logged.

In Settings I have the ‘Listen for “hey siri”’ disabled.

So:

-*** happened?

-Is Siri listening to us, despite being disabled?

-Has this 'bug' been reported?
