Cannot set default email account for iOS 11.3.1

when I touch the Mail tab in settings, the Settings screen closes back to the home screen. I had this problem before and was advised by Apple to do a clean reinstall of ios. I did that, reinstalled all of my apps and the mail tab worked and I was able to set the default account. (I have seven accounts.) Now the default account is no longer set and i have mistakenly sent out emails using inappropriate accounts. And once again when I touch the Mail tab in settings the settings ap closes to the home screen. It is obvious that there is a bug in the iOS. When will this be fixed? I don’t want to go through the whole reinstall thing until I know the bug has been fixed.
