How to delete photos stored in iCloud
How to delete photos stored in iCloud? I want to replace them with shortlisted photos.

If you have iCloud Photo Library turned on in an iOS device or a Mac, any photo you delete on that device will also be deleted from iCloud. You can also use a computer and log in to www.icloud.com and go to the Photos app there and delete them. That deletion will also sync to the devices where iCloud Photo Library is turned on.
If you don't have iCloud Photo Library turned on then the photos in your iOS device would be included in an iCloud Backup. The following as instructions on how to delete backups: Manage your iCloud storage - Apple Support
It isn't clear to me how your photos are in iCloud (synced as part of iCloud Photo Library or as part of an iOS device backup), from what device.
I also don't know what you mean by "shortlisted photos."
