When I use my Apple usb c to lightning cable my iPhone X only vibrate/chimes once is my phone still fast charging? Is this a technical glitch?

First, you have not told us what power adapter you are using. Simply saying you have a USB-C to Lightning cable does not necessarily mean you are fast charging.

Second, regardless of whether you are fast charging or not, you would only hear one chime.
