Does Apple issue chargebacks?

So I made a purchase with no balance on my credit card and the purchase still went through. So I assume I have an outstanding balance linked to my Apple ID that will be deducted as soon I charge my card for the next purchase.


my question is: does Apple issue chargebacks from the app (game in this case) if the user fails to pay his outstanding balance? Or do they just disable the account?

and if the account is disabled will my device be locked as well?

If you owe iTunes money, until you pay what you owe the account will effectively be disabled, you won't be able to download anything else (including app updates, free apps, and redownloading past purchases) until it's paid. The phone itself won't be 'locked'
