Are itunes movie preorders cheaper than after they’re released normally?

Not generally, it just means you don't have to keep checking to see the movie is released yet. You're not charged until it is. One possible reason to wait is that sometimes there will be a discounted bundle that provides a better deal on earlier films from the same series along with the new title.
