my i message is on, but why cant i send messages to another iphone, whom has imessage off because of lack of data.... yet i can send to android phones with no problem?????

You can think of iMessages as a messenger like WhatsApp. When you send iMessage to iPhone it can be sent only over the internet and the second person won't be able o receive it without cellular data or Wi-Fi.
