A friend told me that if I purchased a apple watch which was still paired to iphone that apple would take icloud lock off if I showed receipt of purchase? Anyone know this to be true?

Apple will only do that for the original owner. If you bought an Apple Watch from eBay and it was not listed as activation locked, contact eBay to see if you can get your money back.
