Can I install a new version of OS High Sierra from disk utilities, terminal?

Can I install a new version of OS High Sierra from disk utilities, terminal? My old version freezes at loading and status bar. It will not respond to the PRAM and NVRAM resets.

MacBook Pro with Retina display, macOS High Sierra (10.13.4)

Have you tried reinstalling while booted into the Recovery Partition?


Boot to the Recovery Volume (command - R on a restart). Run Disk Utility and select First Aid. Then re-install the OS.
